Every agency has a purpose for their existence.  A functionally-oriented agency primarily provides specialized services, administrative support, regulatory oversight, or operational infrastructure that enables mission-orientated agencies to fulfill their missions. Although all agencies have responsible functions to directly execute a stated purpose,  these agencies core purpose is to manage essential functions—such as budgeting, personnel management, procurement, technology services, or regulatory compliance.  These functions sustain the overall capability of government to create the structure and conditions to support mission execution.
